Some of the key improvements include a 3.3% reduction in absenteeism, a 2.2% increase in math proficiency, and a 1.1% rise in English Language Arts proficiency. Student behavior has also improved significantly, with a 22.7% decrease in bullying, a 6.6% reduction in violence, and a 9.6% drop in incidents involving controlled substances.
Participating districts and schools have significantly strengthened their MTSS frameworks, reporting substantial progress in their use of evidence-based practices, data-driven decision-making and professional development. Educators have reported increased knowledge and confidence, with the percentage of highly knowledgeable staff rising from 30% to 71% after professional development training.
“A very rewarding component of this work has been partnering with each county’s District-Community Leadership Team to engage in strategic planning and continuous improvement with respect to their unique Multi-Tiered System,” Fleetwood said. “These teams are integrated, measuring their fidelity and monitoring outcomes at this district level, which is symmetrical to the process school MTSS teams engage in. Having the state and district teams “walk the talk” by engaging in the same implementation process as the school building has strengthened trust, transparency, and accountability for this work at all levels of education.”
Schools implementing MTSS with fidelity saw marked increases in effectiveness, with Tier 1 fidelity rising from 58% to 65%, Tier 2 from 14% to 41%, and Tier 3 from 8% to 20%.
- Tier 1 support focuses on prevention by implementing high-quality instructional practices and positive behavior interventions, including establishing clear school-wide expectations and teaching positive behavior. At Tier 1, schools select additional practices based on the needs of their unique student body.
- Tier 2 identifies students who may be considered at-risk and provides targeted support for those who need additional help with academics, behavioral, or social-emotional skills through small group interventions.
- Tier 3 offers intensive, one-on-one interventions for students facing significant and/or pervasive challenges, including trauma and severe mental health concerns.
