He grew up in rural Uganda amid the social, economic and political devastation that began in the early 1970s during the Idi Amin regime. After earning his bachelor's degree in sociology in Uganda in 1978, Makoba went on to study at UC Berkeley in 1981, where he earned his master's and doctoral degrees.
